A conspiracy to depopulate "chocolate city"?

Is there a conspiracy to prohibit the re-population of New Orleans? The answer is "no" but for the conspiracy buffs here is the Nagin view:

Nagin Suspects a Plot To Keep Blacks Away

Excerpt:

"Everybody in America started to wake up and say: 'Wait a minute. What is he doing? What is he saying? We have to make sure that this man doesn't go any further,' " Nagin told a room full of black newspaper publishers and editors at the Capital Hilton.

Comment: Could it be that people have not moved back because they have found a better place to live and jobs to support themselves?! Does Nagin really believe his own rhetoric? (Is he that stupid?!)
